As City and Arsenal exit Europe, is the Premier League really the world’s best?

Althougt we´ve always hear that the best football leeague or the most competitive league is the Premier league but after the elimination of the Arsenal on tuesday of the Champions League and the defeat of Manchester City in front of the Real Madrid it allows us to question is Premier League really the world´d best?
